What is a safety culture?

Organizational culture is regarded as the basic or underlying values, assumptions and beliefs embedded in an organization. In broader sense, organizational culture may include organizational structures and processes, and the social norms and practices, motivations, attitudes, perceptions and competencies of individuals or groups within the organization.  Safety culture is the atmosphere created by the underlying values, assumptions and beliefs that influence our safety behaviour and the way we perceive and feel about safety.


Why safety culture matters?

Researches identify a series of organizational cultural factors underpinning effective safety and health management. These safety cultural factors influence decision making at levels.

Organizations with proactive and progressive safety culture produce values for safety, ownership, trust and respect, task competency, motivation, open communication, collaboration and social efficacy to manage safety conflicts. Individuals at all levels are committed to safety, capable of and willing to collaborate in safety initiatives. These proactive and progressive organizations deliver better safety performance.

On the other hand, safety culture has appeared as many investigation reports of major disasters since its introduction after the Chernobyl disaster. In the investigation report of Space Shutter Columbia Accident, NASA’s “broken safety culture” was concluded as one of the organizational causes.  Hence, creating a positive safety culture is a pressing priority for top management.
